The duration of the measure is limited to three years from
the date of the commencement thereof in accordance with the afore-
said instructions.
5. In framing section 3 of the Ordinance it has been thought
desirable to introduce a certain amount of elasticity into the
•
measure and accordingly it is provided that a permit may be
granted either generally or for a limited period and also that
it may contain such conditions as the Governor may direct.
6. With regard to section 4 which provides the penalty, it was
thought desirable not only to have the power of immediate depor-
tation, but also, in any case where it appeared to be necessary
to have power to punish with fine and imprisonment.

In my opinion this is an Ordinance to which His Excellency
the officer Administering the Government may properly as sent in
the name of His Majesty and on His behalf.
